I would not spend more energy trying to make every part line up neatly before you begin.
It is probably enough to start with the piece that feels most manageable and let the rest follow from there.
When I get stuck, I usually give myself a limit, finish one draft, and then step away long enough to clear my head.
After that, the next choice usually looks far less confusing than it did before.
